Harm reduction programmes can never replace drugfree treatment modalities, but methadone substitution programmes and drug free programmes can both be part of the solution and can in my opinion work well together, Kooyman writes.
This paper was presented during the symposium 'Hard Core Drug User's , A Positive Challenge to Treatment Services', hosted by the Ministry of Health and Social Affairs, Oslo, Norway. 1999.
Melanie Reid: "When official figures show that in some areas a third of the people who die from drug-related causes have methadone in their bodies, put there by the taxpayer, and that this proportion doubled from 2006-08, we are on dodgy ethical ground."
